A key function of Medicare Locals is to take responsibility and provide for the health needs of their population. This requires that population needs must be understood, measured, analysed, and prioritised. As part of this responsibility, Medicare Locals will plan, purchase and, in some circumstances, provide direct services. This requires an evidence-based understanding of how to design and develop services in a primary health care environment to respond to the needs of the local population.
Governing for Success Master Class, June
With the Australian Government establishing Medicare Local primary health care organisations and the evolution of Medicare Local Boards, the spotlight is now, more than ever, on Boards, Senior Executives and Allied Health Professionals to re-invent themselves to meet the opportunities and challenges of the new world order.
Like any organisation, the governance structures and performance of Medicare Locals will be critical to success and particularly important in establishment when they will face high expectations and close stakeholder scrutiny.

Engagement of communities and relevant stakeholders is a crucial aspect of Medicare Local primary health care organisations. The Collaborative Working Master Class was a unique opportunity for General Practice Network members to enhance their engagement practice and skills. It was based on adult learning principles and links the existing knowledge and skills of participants to the latest engagement principles and practice.

Explaining Medicare Locals and primary health care sector is a massive challenge for the network. Australia's health system has been very much about 'general practice' and the hospital sector. Increasingly the network will need to educate the public about how the centre of gravity in the health system is moving from the hospital sector to primary health care. This is not just about terminology for the broader public but about explaining the facets of primary health care to promote and support the changes and developments during this period of transition.
