Review of Tranche 2 Needs

An online survey was conducted via survey monkey during the last two weeks of November 2011, asking 18 T2 MLs for feedback about their transition needs. Seven out of 18 MLs responded.
This Organisational Development table outlines the requests for support, the current and planned commitments for the national transition project and areas of unmet transition need.

Capability Needs Assessment
After successful establishment, Medicare Locals (MLs) face the challenge of planning and then implementing robust plans and strategies that deliver on the Department of Health and Ageing’s (DOHA) objectives. To successfully achieve these MLs will require specific Organisational capabilities, which all MLs will have to develop.

To support Organisational capability development AGPN is developing a capability framework which draws from DOHA’s evaluation criteria and objectives for Medicare Locals, as well as leading practice in organisational transition capabilities. To inform the priorities of this framework, AGPN is working with a sample of tranche 1 MLs to assess capability needs of MLs and to focus support in a way that is valued and useful for MLs.

The capability needs assessment pilot has three steps:

  • Self-assessment by the ML using a simple questionnaire;
  • Developing further understanding of ML objectives and approaches by reviewing ITA or other strategic plans;
  • A face to face working session, to review ML capability and development needs and preferences.

It is envisaged that an analysis against the five draft capability domains of:

  • structure and governance
  • leadership and engagement
  • management and business
  • service planning and delivery
  • transition and change management

will identify capability development needs and enable planning to appropriately build these organisational capabilities within specific timeframes to enable the organisation to meet its ML objectives.

The AGPN National Transition Project has been funded by DOHA to assist and support the transition of Network members in the period leading up to 1 July 2012; the project is governed by an Advisory Committee.
