AGPN's Submission to the National Preventative Health Taskforce
AGPN welcomes the Government's commitment to the development of a National Preventative Health Strategy and the opportunity to comment on discussion papers released by the National Preventative Health Taskforce. A number of particular recommendations made by AGPN in this submission are also relevant to the broader health reform context and are t reflected within our contribution. It is well established in the public health literature that, to be effective, preventative action must be taken at both macro (measures that impact on the structural determinants of health and target whole populations) and micro levels of policy (measures that address individual level risk and protective factors).
Summary Points
- AGPN supports the taskforce's recommendation for more education and training for primary care and allied health professionals in prevention and advocates for this for all three risk factors
- AGPN supports the continued use of the RACGPs evidence-based guidelines for preventive care but advocates for the investigation of mechanisms to increase and evaluate use of, and compliance with, these guidelines
- AGPN supports the taskforce's recommendation for more funding for patient education programs for all three risk factors not just obesity
- AGPN believes incentives for coordinated preventive service packages and mechanisms to enhance access to and communication between multidisciplinary teams of health professionals should be given priority over the multidisciplinary training packages recommended by the taskforce
- AGPN supports the routine use of brief interventions for all three risk factors and the development of performance indicators around the proportion of at-risk patients receiving these interventions
- AGPN strongly supports the subsidisation of nicotine replacement therapy for disadvantaged groups

The Taskforce released its discussion paper, Australia: the healthiest country by 2020, on 10 October 2008. This paper is the first step in the development of a National Preventative Health Strategy. AGPN's submission to the Taskforce is available here.
